Course content
Main topics: - EU regional/cohesion policy: historical development, principles, actors, reforms and goals - Strategic documents for the RP EU implementation in the CR - Project preparation I. - project cycle, SWOT, LFA and logframe - Project preparation II: elektronic application, project description, marketing, project management, budget - Project preparation III: horizontal themes, sustainability and project effects - Project preparation IV: financial analysisi, cash flows, expenditures, CBA - Project preparation V: project administration and management

Learning outcomes
The course enhances the understanding of the EU cohesion/regional policy. It explains its establishment, development and principles. It makes the students acquaint with its main actors and instruments. It analyzes the individual structural and cohesion funds (ERDF, ESF, CF). It also focuses on the preparation of the CR for this policy, including the pre-accession instruments like PHARE, ISPA, and SAPARD and the implementation of the policy in the CR in the 2004-6, 2007-13 and 2014-20 periods. It makes the students acquaint with its practical application in the Czech Republic, and with issues related to the preparation and management of EU's structural and cohesion funds projects. The project preparation instruments, techniques and procedures are practically explained and illustrated on several case studies of successful investment and non-investment projects that were supported from the structural funds.
On completion of this course students should be able to critically evaluate the functioning of the EU regional/cohesion policy; analyze and evaluate its substance; understang the implementation of the policy at the national level, including the EU structural funds project preparation. Ability to work with Czech and foreign language academic and professional texts. Ability to practically apply the knowledge in the field of the preparation and management of EU structural funds projects.

Assessment methods and criteria
Analysis of Activities ( Technical works), Analysis of Creative works (Music, Pictorial,Literary), Seminar Work

Seminars and assigned readings are compulsory. Only one absence in the seminar is accepted. The students are required to regularly follow EU developments (using the following sources: http://www.euractiv.com; http://www.euobserver.com; http://www.europa.eu.int; http://www.economist.com) and Czech sources related to the structural and cohesion funds implementation (using the following sources: www.strukturalni-fondy.cz; www.mmr.cz , www.mpsv.cz; www.msmt.cz; etc.). The final mark will be based on the assessment of a model ERDF or ESF project that will be prepared according to the requirements set in one of the operational programmes available in the CR.
