Course content
1. Introduction to spatial planning 2. Basic concepts, legal principles of legislation, and entities involved in spatial planning 3. Spatial planning at the central level of the Czech Republic 4. Spatial planning at the regional level 5. Municipal spatial and regulatory plans I.: Detailed introduction to spatial planning at the municipal level. Explanation of independent and delegated powers and the binding nature of higher-level spatial planning documentation for planning at the municipal level. Overview of the roles of individual actors and procedural steps in the preparation of a spatial plan, taking into account the assessment of sustainable spatial development. 6. Municipal spatial and regulatory plans II: Detailed introduction to spatial planning at the municipal level. Suitability of adopting a regulatory plan and a spatial plan with regulatory elements. 7. Requirements for the protection of environmental components in the spatial plan soil protection (agricultural, forest), reflection on the placement of renewable energy sources 8. Requirements for the protection of environmental components in the spatial plan nature conservation, forest conservation, water conservation, measures to protect against drought and flooding 9. Adaptation of municipalities to climate change 10. Municipal spatial plans analysis of a specific spatial plan 11. Municipal spatial plans the process of preparing a spatial plan in a specific case 12. Tools for reviewing spatial planning documentation

Learning outcomes
The course will introduce students to the basics of spatial planning and guide them through the entire process of preparing spatial planning documentation using specific cases students will work with existing or planned spatial plans or higher-level spatial planning documentation. Students will become familiar with the current case law of administrative courts and the Constitutional Court by applying their conclusions to specific cases. The course will emphasize elements of sustainability in the current legal framework and will take into account the requirements for addressing the climate crisis in the areas of adaptation and mitigation (adapting to climate change, reducing greenhouse gas emissions). The aim of the course is for students to acquire knowledge related to the process of creating sustainable spatial planning documentation, taking into account the current decision-making practice of the courts. After completing the course, students will be familiar with the legal regulations governing the spatial planning process and will be able to take into account current case law and the need for regulation in the area in relation to climate change when creating or reviewing specific spatial planning documentation. Graduates will be able to apply their knowledge in the public sphere in the performance of official duties, in the field of consulting for the public and private sectors, as well as in the non-profit sector or in education. Completion of the course will provide basic expertise in the field, which can also be used for legal or other specifically focused professions, i.e., it can serve as a complementary study program.
After completing the course, students will be able to: 1. Understand the application of basic principles of spatial planning. 2. Prepare a legal strategy to support sustainable land use at various levels of public administration. 3. Analyze and correctly apply legal instruments in the field of spatial planning for sustainability in the territory. 4. Perform legal and administrative activities, including legal advice, in the field of spatial planning.

Active participation in discussions and webinars, completion of ongoing tasks, independent written work and collaboration, participation in mandatory consultations (60%), final competency test - a combination of knowledge and independent project work (40%)
