Course content
1. Week 1: Introduction to the schedule and conditions for completing the course. Sustainable development and local government ? constitutional foundations, legal regulations, and definitions of terms in the Czech Republic 2. Week 2: Sustainability ? concept and legislation in the European context 3. Week 3: Public administration ? theoretical basis, definition and characteristics 4. Week 4: Regional and municipal administration ? concept, legal regulation, exercise of self-government vs. exercise of state administration 5. Week 5: Budget ? legal regulation, content of territorial budgets ? revenues, expenditures, and mutual links between them and the state budget 6. Week 6: Territorial budgets and budgetary responsibility ? theoretical foundations 7. Week 7: Municipal budget and budgetary responsibility ? practical implications for municipal finances 8. Week 8: Municipal budget revenues in relation to sustainability => tax revenues ? list and characteristics 9. Week 9: Municipal budget revenues in relation to sustainability => fee revenues ? list and characteristics 10. Week 10: Subsidies and programs to support sustainability in municipalities in the European context and from the state budget 11. Week 11: Integrating sustainability into public procurement ? theoretical foundations 12. Week 12: Integrating sustainability into public procurement ? practical implications 13. Week 13 ? 1st final exam date

Learning outcomes
This one-semester course is based on a combination of possible interpretations of the concept of sustainability in relation to local government. This concept has become of fundamental importance from both a European and national perspective. It affects almost all areas, including local government. Sustainable development has become an integral part of development, especially in municipalities and cities. Students will learn the basic concepts of local government and sustainability, including financing options through the state budget, municipal budgets, and European Union programs. Related issues in the area of taxes and fees will also be covered. An integral part of the course is the integration of sustainability into public procurement. Students will learn the theoretical basics, which they will then be able to apply to practical situations.
After completing the course, students will be able to: 1. Understand concepts related to sustainability and legal regulations concerning local government. 2. Understand concepts and legal regulations ensuring the financing of local government in the Czech Republic. 3. Understand how to ensure and finance sustainability needs within local government. 4. Search for current calls for grant programs to ensure and finance sustainability needs. 5. Understand the theoretical and practical aspects of public procurement in relation to sustainability.

Mandatory attendance at 4 seminars, presentation, final knowledge and skills test.
