Course content
Expropriation. Public use. Damage liability within public administration. Right to information within public administration. Public service. Ombudsman. Control of public administration by the Parliament and by the Supreme Audit Office. Judicial control of public administration. Jurisdictional disputes. Protection of rights in public administration. Right to a fair trial and the Czech administrative proceedings. European administrative Law.

Learning outcomes
Administrative Law 4 is the last part of the course Administrative Law. It immediately follows the previous courses of Administrative Law and continues with the issues of Expropriation and Public Use. It presents also legal regulations of the official service. The core part of the course deals with the control of the public administration and with the legal guarantees of performance of public administration (for example judicial control of public administration, right for information, liability, Ombudsman etc.). Finally the attention is devoted to basic information about european administrative law. The issue is presented in connection with legislation, doctrine and case law (Czech and European). In terms of resources and depth of the curriculum, knowledge verification is a qualitatively more demanding study than similar subjects taught within the bachelor's program. The subject innovation has been supported by the project Support of Interdisciplinary studies and Study Programmes Innovations at Palacký University in Olomouc, CZ.1.07/2.2.00/28.0091.
Students who have completed this course will gain the knowledge of legal regulation of guarantees of civil rights. It provides them with capability to practise "good administration" as an official of an administrative authority or to successfully defend individuals´ rights within public administration as an attorney.

Students who want to complete this course must successfully complete the courses Administrative law 1, Administrative law 2, Administrative law 3 first.

Assessment methods and criteria
Mark, Written exam

Verification of theoretical knowledge - in the form of interim class exams written at each seminar (always partial issues). Verification of the ability of practical application NSP4 matter - final work - content will enter the facts on which questions will be formulated to verify the student's ability to apply the law and theoretical knowledge in practice. Comprehensive examination Participants must gain the credit for NSP4, and of course, the previous successful course completion NSP1, NSP2 and NSP3. Questions for the comprehensive examination are posted on the department web, the subject of Administrative Law.
