Learning outcomes
|
This subject introduces the students in a great detail to the legal regulation of financing and management of local self-governing units in the Czech Republic applied on practical examples. The introduction deals with basic solutions and terms related to the problems of public administration and budgetary law. Then the course continues with the explanation of legal regulation of budgetary management of local self-governing units, analysis of budgetary procedure, its specific phases and main principles. The attention is also drawn to the internal structure of budgets, the income and the costs. Special emphasis is put on the analysis of tax income of the local self-governing units and the adjustment of taxes in the budget. Then the course goes on with the explanation of proprietary problems of the local self-governing units, the definition of terms relating to property and the exercise of proprietary right, other proprietary rights, the performers of proprietary rights (including organizational branches and institutions receiving contributions from the State Budget in municipalities and regions, unions of municipalities). The course also deals with the current conception of the property, its distribution and specifics of management as well as the use of property owned by the local self-governing units. In order to provide the students with complete outline, the review of management of the self-governing units as well as the responsibility in management of property of the self-governing units will also be explained.
Students who have completed this course will gain detailed knowledge of budgetary management of local self-governing units and proprietary problems of municipalities and regions in the Czech Republic.

It is essential that those students who would like to get the credit must have attendance within the scope set by the seminar teacher, succeed credit test and they also must succeed in the written exam.
