I. Constitutional foundations of the EU The course covers the historical and institutional foundations of European integration, the nature of the EU as a sui generis supranational organization and the relationship between EU and national law. It includes the system of sources of EU law, the roles of the main institutions, the principles of subsidiarity, proportionality, loyalty, primacy, direct and indirect effect and the liability of states for breaches of EU law. A significant part consists of judicial protection before the CJEU, in particular infringement proceedings, invalidity, preliminary rulings and the objection of illegality. II. Single internal market of the EU This course focuses on economic integration and the functioning of the internal market based on the free movement of goods, persons, services and capital. It requires knowledge of the prohibitions of tariff and non-tariff barriers, tax discrimination, EU citizenship rules, worker mobility, recognition of qualifications, freedom of establishment and provision of services, including permissible exceptions and case law. It also includes economic and monetary union, competition rules under Articles 101 and 102 TFEU, merger control and state aid rules.
