Course content
Contents: The state - concept, creation, termination, state characteristics, function The concept of public law, legal dualism The state (public) power, legality, legitimacy Public entities, the state and its authorities, other public entities and their authorities, powers, competence The national territory, frontiers, sovereignty Population, citizenship Forms of government Direct and representative democracy, elections and electoral systems, referendum Representative government, legislative branch, legislative process The Executive, the head of state, the government and the executive authorities Judiciary, constitutional judiciary and its models Territorial organization of the state, unitary state (autonomy, self-administration), federation (confederation), international association with the elements of federalism, confederation, character of the EU The relation between international and domestic law

Learning outcomes
The aim of the subject is to introduce the basic concepts and institutes of the public law, the entities of the public law, to introduce the students to the problems of formation, existence and functions of the state, the basic mechanisms of state functioning and democratic system, horizontal and vertical division of powers within the state, state sovereignty and its internal and external aspects including the state's relation towards the international community.
The students who have completed this subject will gain orientation and knowledge concerning the public authorities functioning both internally (internal state organization) and externally (international relations).
Prerequisites
Completion of this subject is not conditional upon completion of another subject.

It is essential that those students who would like to get the credit must succeed in the exam.
