1. Concept and system of administrative law 2. Public administration (concept, division) 3. Sources of administrative law (laws, subordinate regulations, other sources of administrative law) 4. Relations of administrative law 5. Organisation of public administration (subjects of public administration, executors of public administration, organisation of public administration in the Czech Republic, other local governments) 6. Forms of public administration activity (standard-setting, administrative acts, measures of a general nature, informal acts, public law contracts) 7. administrative proceedings (concept, legal regulation, subjects of administrative proceedings, basic procedural principles, stages of administrative proceedings, administrative decisions, measures against inaction, administrative justice) 8. Administrative punishment (concept, offence) 9. control activities in public administration (administrative control, public administration control) 10. Public law restrictions on property rights (concept, public use, expropriation) 11. Liability for damage in public administration (concept and legal regulation, application of liability, recourse) 12. Employees in public administration (concept and legal regulation, civil servants, officials of local government units, members of security forces)

Learning outcomes
|
The aim of the course is to provide a theoretical basis for the problems of administrative law, especially the activities of public administration, their legal aspects, with a focus on the organization of public administration, the forms of public administration, control exercised over public administration and the responsibility of public administration. The course will focus on the explanation of the basic concepts of administrative procedural law and administrative punishment. The aim is not only a qualified orientation in selected legal issues and relevant sources of law, but also an adequate ability to apply these legal concepts and institutes in solving specific legal situations.
Upon completion of the course, the student will be able to - characterize the basic concepts and principles of public and private law - be oriented in the basic concepts and institutes of substantive administrative law, general part, administrative procedural law and administrative punishment - apply sources of law to specific legal situations - the ability to resolve basic legal situations in practice, to assess and choose further legal procedures and steps in a particular case.

Prerequisites
|
Individual acquaintance of the student with selected sources of administrative law from the point of view of their systematics, for the possibility of qualified work with the student within the relevant tutorial.
