Course content
1. Public economy, definition of terms, relationship between the public economy and private market players 2. The division of the public sector - state administration and self-government, function of the public sector 3. Public goods - characteristics, financing, characteristics 4. Mixed goods, freeholds and property under protection 5. Types of public budgets and budgetary system of the Czech Republic 6. The State Budget of the Czech Republic 7. Budgets of territorial self-governing units 8. Tax determination of taxes 9. Budgetary policies, deficit, debt and financing of public budgets 10. The long-term sustainability of public finances in the Czech Republic 11. Public budgets in the EU and in the world - status, development and potential risks 12. Summary, repetition, conclusion

Learning outcomes
The main objective of the course is to familiarize student with the functions and mission of public economy and its role in the national economy and national finances. Emphasis is placed on the financing of public goods, the redistributive function in the economy and the main role and proposition of budgetary functions. Student well understands category of the state budget, its purpose, structure and development. Student is familiar with the types of public budgets, their income and expenses as well as the latest trends in public finances and the main theses and objectives of fiscal reform.
Student is well versed in issues of public economy and its role and function in the scheme of national economy. Student understands the reasons behind the creation of public budgets and financing of public goods and apprehends the allocation, distribution, stabilization, stimulation and control functions it performs. Student is familiar with the categories of state budget and with other types of public budgets and their income and expenses. Is able to analyze the reasons and necessity for reform of public finances and its basis theses and solution.
