Local government and its role in contemporary democratic state. 4. Administrative law relationship - a concept elements. 5. The organization of public administration. 6. Sources of administrative law, and public administration at their creation. 7. Forms of government actions. 8. Administrative procedures and other procedures in public administration. 9. The basic principles of public administration. 10. The legality in public administration, administrative discretion, vague legal concepts. 11. Interpretative methods and possibilities of analogy in administrative law. 12. Good governance - a concept springs binding. 13. Supervision. 14. Administrative liability. 15. Legal guarantees of legality in public administration. 16. Public administration and liability. 17. Transparency of public administration and its limits. 18. Control mechanisms in public administration. 19. Litigation and other external control of public administration. 20. Public Service. 21. Public administration and compulsory restriction of ownership and other rights.

Learning outcomes
|
The objective of the course is to deepen the knowledge in administrative law and administrative science, including historical development thereof, in all basic thematic fields of the subject. A special attention will be paid to theoretical grounds and current issues in administrative law theory. Key topics will include conceptual definition of public administration and administrative law, organisation of public administration, forms of activities and procedures in public administration, judicial and other control of public administration and legal guarantees of legality in public administration.
