Course content
|
1. The term "public." The role of public in the protection of the public interests. The Aarhus Convention and its transposition within the czech legal system. 2. The right to information. 3. Public participation in the administrative procedures and in other procedures in the public service. 4. Local referendum. Active and passive right to vote. 5. Realization of the right to assembly, the right to association and right to petition. 6. Judicial protection of the right to public participation in the public sevice.

Learning outcomes
|
The purpose of the course is to meet its auditory with the matter of the public participation in public service. Particular questions of public participation will be trashed out in details, especially the right to assembly, right to petition, handing of suggestions and complaints, the right to information, participation in administrative and other procedures, public participation in administrative justice and the matter of the local referendum. The practical cases in the administrative law and the environmental law will be analysed.
Students who will complete this course will gain the knowledge about the possibilities of public participation in public matters.

Prerequisites
|
The study of this course is not conditioned by any other course. It´s desirable to have a basic knowledge in fundamental terms of the Administrative Law.

Seminar Work
The course is finished by colloquium which shall be passed when student realize these conditions: - active participation at the seminaries (max. 1 absence) - two seminar papers
