Course content |
Basic topics: -Characteristics of the educational politics and comparative education, the participants, methods and instruments thereof. -Current situation and trends of development in selected school systems (including the Czech Republic), the nature and consequences of the trends manifesting in the Czech educational environment after 1990. -Strategies of innovations and reforms in school systems. -School system management and allocation of resources. Ensuring the quality of educational systems. The synergy of external and internal evaluation. -Forms/models of school system as the fundament to achieve effectivity in education. Perception and use of standards. Indicators of added value. -Main trends of educational policy of EU: documents and instruments. The activities of IEA, OECD etc. and their influence on the educational policy of EU and individual member states. -Life-long learning, non-formal and informal education in EU. Recognition of qualifications. -Fundamental conceptual and strategic documents of the Czech educational policy after 1990. Their implementation and revisions. Relevant legislation and financing. -Theories of education and their classification. -Social and economic functions of educational institutions. School as an institution, organization, specific organization and community. -A summary of researches into the effectiveness and quality of schools. Perspectives of school effectiveness (concept: general, economic, organizational and theoretical). -Historical, social and cultural context and quality of school.

Learning outcomes |
Aims of the course/the students will be able to: -explain the educational policy and comparative education as scientific disciplines, to accentuate their practical/application nature, -substantiate the significance of comparative education and its relation to the educational policy on national and international levels, -analyze different features of various school systems including the mechanisms of ensuring their quality and effectiveness, in particular the factors influencing school systems, -characterize current common trends in various school systems (in particular in the European Union countries), -evaluate the significance of the European dimension in education, -characterize the main topics of the existing Czech educational policy in the context of European development, to assume their own attitude towards the proposals and solutions and defend it, -present different ways of identifying the key indicators of education (including the issue of finding the results and output of education) and outline possible ways of working with the findings of international research, -analyze a chosen phenomenon in detail (in relation to the dissertation) in different contexts

Oral exam, Student performance
The student will submit a list of literature studied and his/her own professional scientific text in the form of a study reflecting the relationship of the dissertation topic to the issue of educational policy. This text may subsequently form part of his/her dissertation or be published. |
