The aim of this course is to introduce to the students the basic principles of managing crisis situations at the international (WHO, EU) and national (CZ) levels, with an emphasis on the implementation of international decisions into the legal system of the Czech Republic as well as the international recommendations into the daily practice of health protection authorities in the Czech Republic at all managerial levels, i.e. national, regional and local ones. Students will gain theoretical and practical information focused on the structure and function of the integrated rescue (emergency) system of the Czech Republic, on the creation of pandemic and crisis plans focused on health threats of different etiologies (CBRN risks: biological, chemical, radiation and nuclear substances, incidents and/or weapons), including cross-border risks, as well as preparedness and response to these risks for the health of the Czech population. The aim of the subject is to acquire basic knowledge in the field of crisis management in the healthcare sector with an emphasis on the risk of mass accidents and disasters. Topics of lectures and seminars: - Basic typology: Mass accidents and disasters - Legislation for the management of crisis situations in the Czech Republic in a brief overview - Crisis planning, crisis preparedness plans - Integrated rescue (emergency) system (IZS) - Preparedness of the healthcare system in the Czech Republic for mass accidents and disasters - The operation of a medical facility in the reception and provision of health care for a large number of disabled persons - EU Civil Protection Mechanism (Council Decision 2007/779/EC) - Health rescue (emergency) service (Act No. 374/2011 Coll. as amended) - Specialized care in the event of an emergency - The international project "Health Care in Danger" with an emphasis on the participation of the University of Olomouc in its implementation Exercise topic: - Analysis of an example of a mass disaster simulation exercise
