Course content

1. Sub-policies of social policy. Their list in connection with the range of social policy definition. Sub-policies of the Czech social policy in its historical development, sub-policies of the Czech social policy today, future perspective. Today´s reforming social policy, international influences, CR as a member of EU. 2. Social security. Definition, broad and narrow definition, tools of social security, three pillars of social security. Basic determinant of social security, principles of the social security conception. 3. Retirement insurance. Organization of the system, secured social events, types of pensions. Retirement age, necessary period of insurance, the amount of pensions, valorisation, concurrence of pensions, concurrence of a pension and an earned income, extinction of the pension claim. 4. Pension insurance. The role in the social security system; basic characteristics - voluntariness, state support, state guarantee; future perspectives, pension insurance benefits. 5. Health insurance. Organization of the system. Social events cover. System of the benefits from the health insurance. Conditions for individual benefits. Administration of the benefits from the health insurance system. 6. State social support. The second pillar of the social security. Constructing the benefits form the state social support. Social events and situations covered. Constructing the benefits, their calculation. The file of the authorized recipients. Organization of this system. Tested and non-tested benefits. 7. Social help. The third pillar of the social security. Life and existence minimum, material need. Forms of help (benefits, services, asylums), agents of help, clients, tools. Activities of non-government organizations, commercial help. Social services act. 8. Health policy. Definition of the basic terminology - health and healthcare. Medicine activities. Definition of the health policy goals. Systems of the health services provision, financial source of the healthcare systems, ways how to finance the healthcare facilities. Present legislation and its perspectives. 9. Family policy. Family policy content, political support of families, state family policy. Definition of the basic terminology. Legal regulation of the family relationships. Models of family policy. Family in the tax system, family in the individual pillars of the social security. The citizens´ preparation process so they can have families, solving the situation of incomplete families. Foster care. 10. Housing policy. Basic terminology. The right to housing. Learning outcomes
|
Attention is paid to the image of social policy as a practical discipline from the viewpoint of its main areas (subpolicies) with emphasis on the home conditions of today. These are mainly the policy of social welfare, health care policy, family policy, employment policy and housing policy and education policy. The basic knowledge from the field of social law (social legislation - mainly law of social welfare, insurance systems, state social welfare, social care and help) is covered.
student knows the basic sub-policies of the present Czech social policy; student has learnt the basic legislation connected to the sub-policies of the present Czech social policy; student knows the basic benefits and services, demands of the target groups in the social security system; student knows the basic characteristics of the present Czech employment policy. student can match particular social policy activities with individual sub-policies of the social policy; student can find and match particular social political activity with adequate sub-policy of social policy and with the right legal document; student can distinguish individual spheres and claims of social policy in the present CR. student can evaluate client´s claim of an individual benefit or service according to basic data; student has learnt basic sub-policies of social policy, is flexible in finding information within them; student can assess the impact of basic social policy provisions in the social services functions.

Assessment methods and criteria

Mark, Oral exam, Written exam, Seminar Work
Only a student who has worked out the correspondence task can attend the exam. The text must be accepted by the tutor in the e-learning system one week before the exam at last. The exam has a written test form.
