Course content
Public relations in education. Legislative regulation of the educational system in the Czech Republic. Overview of legislation in education and the position of stakeholders. Education of pupils with specific educational needs. Definition of the basic competences of the subjects concerned in the management and organisation of education and training in the Czech Republic. Legal status of pedagogical staff. Topics: - Pre-school education. - Primary education and compulsory school attendance - Secondary education and higher vocational education - Basic arts, language and leisure education - Further education in schools - School facilities and school services - School legal entity - School register - Headmaster and school board - Competence of ministries, local authorities and the Czech School Inspectorate - Teaching staff of schools and school establishments (qualifications for the performance of teaching staff, working hours, direct teaching activities, duration of employment, further training and career system) - Performance of institutional education and protective education in school establishments and preventive educational care in school establishments. Rights and obligations of children placed in institutions, the director of the institution and persons responsible for education. - Higher education

Learning outcomes
The course provides basic information on the concept of education legislation and its position in the legal system, and introduces students to the essential aspects of this part of the legal system. School law mainly regulates the relations arising between pupils (students), legal representatives, teaching staff, schools and school entities and their founders. The subject matter will include in particular the rights and obligations of the subjects, the organisational structure of the education system, the legal regulation of nursery, primary, secondary and higher education, the status of teaching staff, and the performance of institutional and protective education. Emphasis is also placed on students' practical skills in the field of drafting administrative acts in educational institutions.
After completing the course, students should be able to: - gain a comprehensive overview of the system of legal norms regulating education and the Czech school system, - orient themselves in the basic legal concepts and institutes in the field of school legislation, - orientate themselves in the individual branches of private and public law in relation to the functioning of schools and school facilities for extracurricular education and educational and accommodation facilities, - apply selected institutes of private and public law in school practice, - justify and evaluate the position of the teacher in the educational and upbringing process, - to orientate themselves in the duties and rights of a pedagogical worker. - basic legal norms and relevant implementing regulations. Current development of internal directives of the Ministry of Education. The organisation of the Czech education system, the position of individual subjects in it. The most common legal cases and their solutions. Labour law in human resources management.
Prerequisites
The aim of the discipline is to master the basic legal institutes, norms and relations regulating the organization and course of education and training in Czech schools. In addition to the school legislation itself, attention will be paid to the relations between the school, legal representatives and pupils.

Assessment methods and criteria
Written exam

Knowledge of school issues Course requirements: active participation in tutorials, written elaboration of a preassigned topic, verification of students' knowledge.
