Course content
Legal issues will focus on the following subjects of study topics: 1. Legal dualism, public law, private law, selected sources of law in the sphere of public law. 2. Public law, general characteristics of selected branches of the public law. 3. Introduction into the legal propaedeutic in the area of public law, legal norms character and activity of legal norms. 4. Constitution law, sources of the legislation. Power diversification, legislative power, executive, and justice. Constitutional basis of the local governments. 5. The charter of rights and freedoms. 6. Administrative law, divisions (general part, special part, procedure part and criminal part), definition and characteristics of basic terminology and institutions. 7. Public administration, its diversification, legal presumptions to provide public administration and legal frame of autonomy government. The relationship between public administration and executive, legislation power and justice. 8. Organizations of public administration in CR, subjects and providers. Municipality, county as public corporation, exercise of independent and delegated powers. 9. Manifestations of public administration, abstract acts and specific acts. 10. Legal warranty of law with an accent on the public administration. Responsibility for damage in the public law. 11. Public law and punishment, administrative punishment, types of administrative misconducts, legal presumptions for setting a sanction. 12. The right of a good government in European context.

Learning outcomes
Fundamentals of public administration and political law is a part of introductory law course which has its primary aim to introduce the subject from the point of view of legal terminology and chosen institutes in public administration and chosen sectors of political law, with emphasis on sectors of constitutional law and sectors of administration law. The aim is not only qualified knowledge of chosen legal aspects and relevant sources of law, but also adequate ability to apply these legal terms and institutes when solving particular legal situations. Particularly from the point of view of constitutional framework, this course belongs to significant specialities which is to be followed by other legal disciplines.
- Adequate orientation in a selected sphere of public law, and showing it. - Ability to define general terminology and institutions and to interpret the sources of law. - Adequate ability to use the sources of law in particular legislation situations. - Ability to solve basic legislation situations in practice, focusing on assessing and choosing following legal procedures and steps in a particular issue.

Assessment methods and criteria
Mark

Credit/Exam - form: written/oral. Credit - positive evaluation of a correspondence task which is set as a solution of a defined legal situation with legal arguments. To gain the credit is a necessary condition to attend the exam. Exam - qualified legal orientation in defined exam topics, show the ability to use gained legislation knowledge in a particular situation.
