Course content
The specific target is the sphere of coverage of human resource management in a non-profit organization (development of personnel management, the role and inclusion of human resources in the context & hierarchy of an organization and human resource management as a tool for employers and employees). External and internal conditions affecting human resources (types of organizations, the responsibility of the employer towards employees, "so-called" human resources, the structure of the organization, the working environment, the climate and culture in the organization, identification and ethical questions and power). Staff management (the work environment, employee care, staff planning, analysis and job description, responsibility and competency, skills and personality profile, skills, expectations and requirements, personnel quality standards, leadership and management styles, supervision and coaching). New staff (criteria and process of selection and recruitment for new staff, job profile, process of selection, principles of continuing education and probationary period). Staff - the human resource of the organization (workload, professional skills and competency, skill level, continuing education, evaluation and performance criteria, remuneration and salary classification). Annual job performance review and evaluation (objectives, form, progression, valuation of salary level, defining objectives and evaluation). Windup of the employment process (administrative steps, the final interview- feedback and evaluation). The work team & coworkers (working together, communication, movitation and solving conflicts in the workplace). Volunteer workers and interns (a look at volunteer work from the political and social point of view, recruitment, legal documents, motivational aspects, quality, workload and insurance). Risk factors (sickness, mental hygiene, burnout syndrome and time management). Existing Czech legislation in the area of human resource management.

Aim of the course Theory of personnel policy is to provide students with relevant knowledge of the development of theories of personnel policies necessary for professional performance in the field of human resources in government and non-state sector, to acquaint students with principles and theories of strategic planning and human resource management in organizations with regard to the need to reconcile development of human resources and organizational development in the context of its culture, to provide students with information about diagnostic methods and processes related to the management of human resources in organizations (motivation, evaluation, compensation, staffing, training, career planning, education), using the practical experience of students lead students to reflect on the relationship between the quality of services (especially social) and the quality of human resources management. The student knows the theory of evolution in the management of human resources, able to define the specifics of HRM in the nonprofit and public sector Students can describe the goals and methods of strategic planning and management and is able to develop a strategic plan for the development of human resources in an organization in the context of its culture, is well versed in theories of organizational culture. The student is able to manage and coordinate activities of personnel management in government organizations, unless (motivation, evaluation, compensation, staffing, training, career planning, education). Student focuses on the basic legislation governing the management of human resources in organizations

Assessment methods and criteria
Student performance

Written test, a minimum 75% success rate. Seminar paper on "Quality management and human resource management in an organization where I performed his / her professional practice" The student is required to work with the learning objects, which have been created for the concrete subject and are available for authorized students in LMS EDIS.
